The executive of the International Council had decided that, since the next meeting was scheduled for London, a British woman should serve as president. Two names were suggested, those of Lady Henry Somerset and Lady Aberdeen. When the votes were counted, twelve members of the executive had voted for Lady Aberdeen, nine for Lady Somerset, and three had abstained. Rachel Avery Foster telegraphed the news. "You have been elected President of the International Council of Women. " A detailed letter explained the function of the Council, and, in response to further inquiries, said the president's chief duty would be to oversee the London Congress.

Despite the high-minded goals of the Council, there were several wrinkles to iron out before the members could concentrate on their various projects. One task was dispelling the impression that the Council was a political organization. The idea of political activity was still abhorrent to many of the women who belonged to the Council, although not to all. Certainly Lady Aberdeen was in favour of votes for women, although she took pains to reassure prospective members of the Council that it was not a suffrage organization.
